C2BMC is an IDIQ structured program comprised of multiple task orders responsible for the design, development, deployment, integration, testing, operations and sustainment of a software based Command/Control and Battle Management system. This system provides US Commanders around the globe essential situational awareness and is the integrating element central to the MDA’s ballistic missile defense missions.

THE WORK

In this role as the C2BMC Program Proposal Lead you will report to the C2BMC Development PM and be responsible for organizing and leading all proposal activities spanning all C2BMC Task Orders and Enterprises. The Proposal Lead will lead efforts in alignment with the TO PM to include: Proposal kickoff, setting up WBS structure, understanding scope and training authors how to write a good BOE, holding daily meetings to check progress and ensuring actions are closed. Developing the proposal timeline and ensuring the team works to established timeline and due dates. Working across the multiple functions that support a proposal such as cost estimating, material, subcontracts, engineering, finance, and contracts. Once the proposal is submitted, the Proposal Lead will coordinate negotiations, requests for information (RFIs) and support contract award.

Basic Qualifications:
**Must currently hold an ACTIVE DoD SECRET SECURITY CLEARANCE to be considered for this position**
* Possess a minimum of 10 years' experience and a bachelor’s degree, (8 years with an advanced degree) in a related engineering environment, or equivalent experience.
* Experience working in the Proposal Development, AGILE, Software Development and familiar with Scrum methodologies.
* Experience organizing and/or decomposing and managing work for a variety of teams.
* Ability to analyze high level needs and using a structured and logical approach refine those needs into an integrated set of requirements that leads to a fielded product
* Ability to lead and perform portions of the work, and direct the activities of other engineers
* Ability to work directly with multiple customer organizations and contractor organizations is a must.
* Excellent communications (written and oral), and organizational skills. A self-starter who can effectively represent technical approaches and findings.
Desired Skills:
• Experience with Missile Defense Agency or DoD programs
• Proposal development on DoD programs
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, Washington or Washington DC is $91,300 - $175,000. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer. Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays. (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year. This position is incentive plan eligible.
