Lockheed Martin is the prime contractor building the Orion Multi-Purpose Crew Vehicle, NASA's first spacecraft crafted for long-duration, human-rated deep space exploration.
Orion will transport humans to interplanetary destinations beyond low Earth orbit to the moon, eventually Mars, and return them safely back to Earth.

This role as Orion Program Quality Engineer will be responsible to perform both Control Account Manager (CAM) duties for the Orion Safety and Mission Assurance (S&MA) Control Accounts (CA) and drive all Orion Proposal activities for the S&MA org. Your duties as CAM include supporting the planning, budgeting, and managing the cost & schedule performance for each assigned Control Account (CA) with a total dollar span of control ~$30M annually.

In this role you will also be applying quality principles in the following areas:

• Complete all Earned Value Management assigned duties to include work authorization requests, estimate at complete reviews, schedule status, variance reporting, comprehensive estimates at complete, and proposal tasks

• Leads all Orion proposal activities for the S&MA organization. Responsible for obtaining all impacted parties inputs and creating the BOE (basis of estimate) proposals for submittal to NASA.

• Leads all Orion Risk and Opportunity S&MA activities. Managing all risks as the delegated board authority for the S&MA integrated product team. Additionally responsible for the coordination and management of the S&MA Cost Saving Initiatives.

• Manage financial matters for the S&MA IPT:
• Conduct Monthly Staffing Reviews to maintain current month equivalent personnel and dollars
• Report on deviations from plan to program on a monthly basis and to IPT on a weekly basis
• Lead EAC discussions with technical leaders for the annual CEAC and maintaining the EAC on a monthly basis
• Manage the IPT rolling wave
• Coordinate all formal Change Requests from the Customer for the S&MA IPT
• Coordinate with subcontract management
• Coordinate with IPT POC for PPBE (Planning, Programming, Budgeting & Execution - Yearly NASA Budget exercise)
• Support financial drills, balance financials across the teams
• Coordinate financial data for Program Review Board packages
• Coordinate financial data for Quarterly Program Periodic Review charts
• Lead the weekly Business Rhythm labor reviews
• Develop and present the monthly Business Rhythm IPT presentation
• Managing Resource Allocation Matrix (RAM)
• Support internal financial audits, ensure established corrective plans for current audit findings are implemented, and create mitigation plans preventing audit findings
• Coordinate with planners to ensure all FY funding impacts caused by shifting work are communicated and coordinated with IPT leadership

• VEMO Management: Populates and manages all S&MA personnel in VEMO including New Hires & Open Req.

• Audit quality systems for deficiency identification and correction. Ensures that corrective measures meet acceptable reliability standards and that documentation is compliant with requirements.
Basic Qualifications:
• Bachelor’s or Master's degree from an accredited college in a related business, technical or science discipline (Aerospace, Mechanical, Electrical Eng, Physics, Mathmatics, etc)
• Ability to obtain Public Trust security clearance and US Citizenship required.
• Ability to work with Quality Systems or Processes
• Basic experience with Earned Value Management (EVM/ EVMS) or Control Account Manager (CAM) activities or Business acumen background
Desired Skills:
• Previous CAM (Control Account Manager) or project lead/management experience with Earned Value Management responsibilities. Skill proficiency to include:
• Earned Value Process
• Rolling Wave Planning
• Authoring monthly variants explanations
• Work Authorization Directive (WAD) process
• Managing Resource Allocation Matrix (RAM)
• Working knowledge of SAP (ability to trace demand, hardware orders, etc)
• Risk and Opportunity Management experience
• Previous Proposal, BOE (Basis of Estimate) & Negotiations experience
• Experience in Design/Test Readiness/Manufacturing Readiness Reviews
• Understanding of the configuration management processes (product structure, review boards, etc.)
• Understanding of engineering processes (engineering release, requirements definition, design, analysis, verification)
• Experience with human spaceflight and/or NASA/DCMA customers
• Knowledge of or experience with Quality Systems and Processes, preferably as Quality Engineer or Analyst
• Experience communicating and presenting to senior/executive level management

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 9x80 every other Friday off
