Job Responsibilities
Description:This position supports the F-16 System Program Office (SPO) by developing and integrating the technical data/technical order changes for avionics and weapons systems hardware and related software modifications.
Performs research, interprets engineering data/drawings, evaluates field/depot inputs and verifies information from multiple sources to sustain Air Force procedures and Technical Orders (TOs) related to those aircraft modifications (e.g., Fault Isolation, General System, General Vehicle, Commodity, and aircraft hardware-software type manuals).
The successful candidate may be required to author Time Compliance Technical Orders (TCTOs), support equipment TOs, and support the planning, coordinating, and conducting of TO verification activities. These duties include assisting USAF personnel with the preparation of Air Force Technical Order (AFTO) Forms 82/27/252 and the incorporation of those comments into the draft TOs/TCTOs as well as submission of those forms and manuscripts to LM Aero Fort Worth/vendors/other contractors for formalization and final field delivery.
This position also provides TO Software Lead Support and Assistance in facilitating and supporting F-16 TOs impacted by the various F-16 Software Modification Programs. The Lead will interface between the local 309th Software Group F-16 Systems Integration Section, LM Aero Ogden engineering, LM Aero Fort Worth (FW) technical publications for scheduling and integration of the Software modification programs into the F-16 TOs.
The Software Lead duties will primarily be to participate in the early TO program meetings to identify TO/TCTO requirements and potential program risks. Coordinates and provides oversight of software program ties and overlaps. Monitors and statuses the programs to ensure timely creation and incorporation and identifies adequate Period of Performance (POP)-to-task availability. Alerts the Liaison Lead when Delivery Order/ Period of Performance (DO/POP) late-to-need issues arise. Functions as a pass-thru, monitor, technical editor, and quality assurance entity for all Air Force Technical Order (AFTO 252) actions to LM Aero Fort Worth (FW). Monitor and review the authoring progress and status from the local Lockheed Software TO Team and ensure they are meeting program schedule milestones.
Monitor the financial performance of the Software F-16 On-site Task Request (FOSTR) and status update the cost-to-completes monthly. Will also be responsible to collect, write and submit team Weekly Activity Reports (WAR) to Lockheed management and input the Monthly Status Report (MSR) in the local Financial Reporting Database (FRD). The Lead is responsible for the financial performance of the Software Contract and ensures that the workload is balanced with the current staffing head count.
This position requires an active Final Secret Security Clearance. Must be a US Citizen. This position is located at a facility that requires special access.
Basic Qualifications:
The following Basic Qualifications are skills that a candidate must possess to be considered for this position:
• 10+ years of F-16 Avionics Maintenance experience and troubleshooting knowledge to include Tech Order Authoring in multiple authoring tools and formats.
• 10+ years of experience performing checkout and troubleshooting procedures as related to fighter aircraft avionics or weapons systems using military Technical Order publications.
• 10+ years of direct interface and coordination with the US Government Equipment Specialists and authoring team at Hill AFB.
• 3+ years of T.O. development experience and/or authoring technical manuals such as Job Guides, General Systems, Fault Isolation, Illustrated Parts Breakdowns, Commodity, Support Equipment, and Flight Manual T.O.’s.
• Experience applying TO 00-5-1 and/or Air Force TO System requirements and Air Force TO guidance and using change-related forms.
• Experience using Microsoft Office applications.
Desired Skills:
The following Desired Skills are not required but are those skills that would set a candidate apart from the other candidates:
• Advanced knowledge of F-16 flight line avionics (electrical and mechanical) troubleshooting, repair, calibration, software upgrades, and parts supportability of specific test equipment.
• Recent 2 years of direct leadership on a team performing checkout and troubleshooting procedures as related to fighter aircraft avionics or weapons systems using military Technical Order publications.
• F-16 Foreign Military Sales (FMS) experience and extensive knowledge of FMS F-16 configurations and modifications a plus.
• Demonstrates Advanced Interpersonal skills and attitude to establish and maintain a positive and effective interaction with leadership, customers and peers while leading an effective TO authoring team.
• Able to communicate complex requirements and interpret complex engineering drawings and manufacturing specifications.
• Strong computer skills with attention to detail. Experience with Computer Aided Design (CAD) software and Standard Group Markup Language (SGML) is a plus.
• Able to demonstrate Advanced Experience/Knowledge using Epic Editor, Isodraw, Arbor Text Tool Suite, and Quick Silver also a plus.
• Advanced proficiency/knowledge in aircraft avionics technical manuals such as Job Guides, General Systems, Fault Isolation, Illustrated Parts Breakdowns, Commodity, Support Equipment, and Flight Manual TO’s.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 9x80 every other Friday off
