The GMLRS Proposal Sr. Manager position is a fast-paced leadership role that is responsible for delivering exceptional organizational and product results in a highly complex and strategically integrated business environment. This role has the responsibility to influence and enable superior business results across all aspects of our product life cycle.
This leadership role reports to the GMLRS Production Program Director and has Sr. Leadership responsibility for all GMLRS proposal activities. In addition to the direct proposal responsibilities this leader will be expected to create a dynamic evolving culture that allows their team to produce their best results, maintain a culture of accountability, and integrate a strategy that supports the vision of our organization directly aligned to our customers’ needs.

Responsibilities include but are not limited to:

  • Manages the proposal process, developing, planning and scheduling compliant and compelling proposals in response to solicitation (i.e., RFP) specifications.
  • Leads all aspects of proposal volume development, including Technical, Management, Past Performance, Security, Basis of Estimate, Contracts, Executive Summary, Integrated Master Schedule and Plans, etc.
  • Provides guidance to a diverse team of cross-functional proposal personnel.
  • Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan.
  • Shapes and drives integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal. Supports color team reviews and manages the disposition of review comments.
  • Conducts regular proposal status meetings and is responsible for managing actions to closure.
  • Instructs volume leads to ensure messages are consistently integrated across all volumes.
  • Works collaboratively with the Production Program Management team throughout the proposal phase to develop, refine and execute the win strategy.
  • Supports business gate reviews as needed.

Basic Qualifications:
  • Minimum of a Bachelors degree
  • A history of exceptional performance within Program Management, Operations Management, Engineering and Technology or related disciplines supporting Production and Development Programs
  • Previous experience managing production and/or development proposals.
  • Possess appropriate political acumen to successfully present compelling cases to a variety of customers (Project Office, Program Office, and Senior Management)
  • Excellent written and verbal communication skills
  • Demonstrated skills in team building and leading through influence.
  • Must be a U.S citizen and have the ability to obtain a security clearance.
    Desired Skills:
  • Have experience leading and motivating large and diverse teams in multiple business environments and achieving exceptional results.
  • Have experience with TacMissile products, customers, and MFC production sites.
    Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.
    Clearance Level: Secret

    Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
    Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
    Schedule for this Position: 4x10 hour day, 3 days off per week
